Semi High-Speed Rail to Dholera: What Is Approved, the Airport Spur and What Is Still Unknown

A train between Ahmedabad and Dholera is one of the most discussed projects in the region, and also one of the most misunderstood. Some pages describe it as running; others call it “metro”. This guide separates what the government has approved from what is still a plan, based on official statements and news reports.

What Has Been Approved

On 13 May 2026, the Cabinet Committee on Economic Affairs approved the Ahmedabad (Sarkhej)–Dholera Semi High-Speed Double Line project of the Ministry of Railways. Official statements and reports say:

  • It adds about 134 km to the Indian Railways network.
  • The estimated cost is about ₹20,667 crore.
  • Completion is targeted for 2030–31.
  • It is described as Indian Railways’ first semi high-speed project using indigenous technology.
  • It will link Ahmedabad, Dholera SIR, the upcoming Dholera airport and the Lothal National Maritime Heritage Complex.
  • The government says it will enable daily commuting and same-day return travel between Ahmedabad and Dholera, and improve mobility for around 284 villages with a combined population of about five lakh.

The Tender

Western Railway has invited bids for an EPC contract of about ₹18,901.68 crore. It covers the double line, spur lines to the Lothal complex and the airport terminal, civil works, track, overhead electrification, signalling, telecommunications, testing and commissioning. A tender is a step towards construction. It is not construction itself.

Reported Details

Press coverage of the Cabinet decision also mentions the following. Treat them as reported figures and check official updates.

  • About 13 stations and about 74 km of elevated track.
  • An operating speed of around 200 km/h.
  • A route running alongside the Ahmedabad–Dholera Expressway, using a 30-metre-wide corridor to reduce land acquisition.
  • Integration with the Ahmedabad Metro at Sabarmati, Gandhigram and Vastrapur, and with the proposed bullet train station at Sabarmati.

The Airport Spur

The tender includes a spur to the Dholera airport terminal. That means rail is meant to connect the airport to Ahmedabad and to the wider region once both are complete. Neither the airport nor the line is operating today. For the airport’s distance and route from Valinda, see Valinda to Dholera Airport: Distance and Route.

What Is Still Unknown

  • Station locations relative to specific villages. We have not seen a confirmed station at or near Valinda.
  • Construction start and milestones. Dates depend on the contract award and approvals.
  • Fares and frequency. These are not yet announced.
  • Final completion. 2030–31 is a target, and large rail projects often run later.

What It Does and Does Not Mean for Buyers

  • It supports connectivity over time. A rail link can reduce dependence on road travel.
  • It is years away. Plan with a long horizon.
  • It is not a guarantee for any plot. Distance to the corridor, road access and documents still decide your outcome.
  • “Metro” is not the right label. Official statements call it a semi high-speed line, with integration to the city’s metro at certain stations.

How to Read Rail News

  1. Identify the stage: proposed, approved, tendered, awarded, under construction or operating.
  2. Check the source: Ministry of Railways, Western Railway or a media report.
  3. Check the date.
  4. Compare more than one reliable source.
